Born into a prominent Jewish family, Leonard was the grandnephew of Sir Moses Montefiore, a distinguished philanthropist. Educated at Balliol College, Oxford, he formed close friendships with notable figures such as Oscar Wilde and Arnold Toynbee. In 1878, Leonard moved to the United States to observe the political and social conditions firsthand. Tragically, he contracted rheumatic fever and passed away in 1879 at the age of 26. The fountain was originally erected in 1884 at Rutland Street School to commemorate Leonard's life and work. In 1939, it was relocated to its current position at Stepney Green, a public garden established in 1872 following local residents' efforts to preserve the area from development. The fountain's design features a red marble basin supported by a white granite base, topped with a truncated pyramid. Four taps, shaped like water lilies, adorn the basin, providing a functional and decorative element. Over the years, the fountain fell into disrepair, with its metalwork removed and the structure covered in graffiti.
